Pro-government narrative

Museveni's seventh term provides the continuity needed to expand infrastructure, strengthen rural health care and turn Uganda's oil wealth into broader economic gains. The Parish Development Model is evidence that targeted state programs can lift households out of poverty — stability and policy continuity matter for sustained growth. Stronger accountability and effective institutions will help ensure those gains reach ordinary Ugandans.

Government-critical narrative

Forty years of one-man rule, a constitution rewritten to erase term limits, an opposition leader forced to flee the country and at least 16 people killed by security forces after a disputed election — this is not democracy, it's entrenchment. Museveni's economic record is riddled with crony capitalism, rising rural poverty and debt consuming over 35% of domestic revenue. No inauguration speech changes what the numbers and the body count already make clear.
