That he has left the Brazilian Supreme Court amid fears of being sanctioned under the Global Magnitsky Act is a testament to the effectiveness of U.S. sanctions.
The retirement of Justice Barroso is a tremendous loss for Brazilian democracy and human rights, as he championed fundamental freedoms, including marriage equality and reproductive rights, and defended democratic institutions against authoritarian threats. Foreign sanctions, however, played no role in his decision, as this move had long been expected.
