The H1-B program is in dire need of reform, with this being a no-brainer. The government should not be undercutting domestic workers, so tying it to high wage positions helps prevent abuse and the wholesale replacement of workforces. It was high time that the program be fixed and work to encourage innovation, not subsidize cheap labor.
America's labor and innovation advantage runs right through the H1-B program, which allows the most talented and motivated to take their talents to the U.S. The best evidence suggests that the U.S. needs more, not fewer, H1-B workers to compete in technology and other fields against rivals like China.
