Three Norwegian citizens carried out this attack, and the rush to implicate Iran is a transparent attempt to exploit a criminal incident for geopolitical ends. These were homegrown suspects with no prior criminal records, and investigators have found no direct link to Tehran whatsoever. Iran has categorically denied any involvement, and without evidence, pointing the finger at Iran says more about pre-existing political agendas than about what actually happened.
