The ADF’s massacre of at least 43 civilians in Bafwakoa underscores the urgent need for a stronger, more decisive state response. This ISIS-linked group remains a direct threat that current operations have not yet fully contained, especially as the army is stretched by the parallel fight against M23. The priority must be to reinforce and expand military efforts — with more resources, coordination and sustained pressure — to restore state control and protect vulnerable communities before further atrocities occur.
The ADF violence exposes a deeper failure of governance in eastern DRC. Years of military-heavy strategy have failed to contain the group while displacement and exploitation have surged, leaving 6.4 million people displaced. By prioritizing force and neglecting humanitarian needs as 26.6 million face food insecurity, authorities are effectively sustaining the conditions that drive violence. Diplomatic efforts offer alternatives, but without real political will and basic governance, the crisis will continue to reproduce itself.
