Enforcement should instead target the companies breaking the rules, not consumers buying everyday items.
These customs duties aren't just about addressing issues of commerce — fast fashion culture is destroying the environment, from toxic chemicals used in original production, to the carbon footprint of transportation and items ending up in landfill after just a handful of uses. More most be done to deter over-consumption.
