The Spin

Pro-establishment narrative

It is imperative that the EU finds alternative means of allowing Ukraine to access the previously agreed upon loan agreements. Otherwise, the country risks leaving its armed forces, drone manufacturers and procurement of missile defenses underfunded. This would not only be a risk to Ukraine but to all of Europe's security. However, Ukraine is confident that the EU will find a way.

Establishment-critical narrative

Ukraine's difficult position is being compounded by the fact that it is not easy to keep asking the same sources of financing for additional help. Not only would running out of money affect the armed forces but all of Ukraine's public service employees. If new financing is not found, this would be a worst-case scenario and result in a huge tragedy.
