Canada's New Democratic Party ended its governance deal with Justin Trudeau's government,Michel Barnier was named as France's new prime minister,German Chancellor Olaf Scholz urged the nation's parties to exclude the right-wing Alternative für Deutschland,and China offered Africa $51B in new funding.This comes as Putin traveled to Mongolia despite an International Court of Justice warrant for his arrest,the US sanctioned several Russians for allegedly interfering in its upcoming election,and Nicaragua released dozens of prisoners following talks with Washington.Meanwhile, Venezuela issued an arrest warrant for opposition presidential candidate Edmundo González Urrutia,the US seized Nicolás Maduro's plane in the Dominican Republic,as the Venezuelan leader moved Christmas to October,Tunisian authorities arrested opposition presidential candidate Ayachi Zammel,and Mexico's lower house passed a judicial reform bill.Elsewhere, a former top aide to New York Gov. Kathy Hochul was charged with acting as a Chinese agent,the Philippines arrested ex-mayor Alice Guo for allegedly spying for China,and Brazil's top court ratified a ban on X.In other news, at least 12 migrants died while attempting to cross the English Channel,government data showed that Canada has employed stricter measures at its borders,and New Zealand nearly tripled its tourist tax for foreign visitors.
