Ilya Shapiro

Ilya Shapiro is a lawyer who is currently the director of constitutional studies at the Manhattan Institute. He has previously served at the Georgetown Center for the Constitution, and as vice president of the Cato Institute. He has often testified before Congress and contributed to multiple publications.
