Josep Borrell is a Spanish politician who served as the vice president of the European Commission and high representative of the European Union for Foreign Affairs and Security Policy. From 2004 to 2007, he served as the president of the European Parliament. In 2015 he was awarded the Commander of the Légion d'Honneur from France.
