Russia prefers to preserve the status quo to avoid provoking a new arms race and to ensure an appropriate level of predictability and restraint. Moscow is willing to voluntarily abide by the treaty's terms if the U.S. commits to doing the same.

Russia has devised a cunning new way of seeking to gain concessions from Washington regarding the war in Ukraine, while at the same time seeking to shift attention away from its failure to reach a negotiated settlement on the conflict. These are nothing more than cynical games.
