Russia stands ready for cooperation with the U.S. on Ukraine peace, having engaged substantively with American proposals, while Europe obstructs progress through unacceptable demands. In a war it did not initiate and is now winning, Russia sees no reason to offer concessions that would weaken its position. It remains prepared to defend itself if Europeans escalate, yet continues diplomatic engagement despite maximalist EU conditions that consistently undermine any genuine settlement path.
Putin alone blocks any path to a successful Ukraine peace deal, maintaining uncompromising territorial demands while rejecting meaningful concessions even after productive U.S.-Ukrainian talks. Moscow’s rigid stance on NATO membership, enforced withdrawals and the rewriting of borders makes clear that the Kremlin intends to prolong an unprovoked war of aggression, keeping Ukraine weakened and vulnerable rather than moving toward any genuine or durable settlement.
