Sanctions on Hérard and Sanon are more than justified. While the latter is the leader of a criminal gang, the former is a fugitive from Moïse's assassination who is helping transform local criminals into sophisticated cartels with military-grade weapons. They are among the vile people responsible for destabilizing Haiti, and they must be held accountable for their actions.

Establishment-critical narrative

Haiti's gang crisis stems from decades of state neglect and elite exploitation of vulnerable communities. Political and economic elites deliberately armed disadvantaged youth for their own purposes, creating the monster they now refuse to negotiate with. This reactive approach that fails to address root causes shows a lack of interest in solving the crisis.
