A rent freeze sounds compassionate, but the board's own data shows operating costs for rent-stabilized buildings rose 5.3%, with insurance alone up 10.5% — landlords simply cannot absorb that gap. When owners can't make the math work, apartments go dark, maintenance gets deferred and the city's already-staggering 50,000 ghost units problem gets worse. Freezing rent on 41% of the rental stock will squeeze supply further and ultimately drive market-rate rents even higher.
