Using public funds to finance a political rally disguised as carnival culture crosses every legal line. Bolsonaro was declared ineligible for far less, yet this blatant campaign event with federal money, nationwide broadcast and explicit promotion of Lula's programs will get a pass from authorities who suddenly call this "culture."
Pro-government narrative
The parade honored Lula's historical trajectory without crossing legal boundaries, and past presidents including Bolsonaro received similar tributes without controversy or legal challenges. Exalting positive aspects of pre-candidates is expressly permitted under the Brazilian electoral law.
