Anti-Trump narrative
This was a long-overdue assertion of constitutional authority. Eight attempts were needed because too many senators were willing to let a president wage war without congressional approval, but that finally changed. With the Pentagon admitting a $29 billion war cost and Iran's missile sites still operational, Congress was right to demand a say.
Pro-Trump narrative
This is pure political theater driven by personal grievances, not principle. Cassidy, freshly ousted in his primary, handed Democrats the decisive vote — that's spite, not statesmanship. The measure almost certainly lacks the votes to override a veto, so all this accomplishes is signaling weakness to Iran at the worst possible moment.
